To make cocaine you get a lot of coca plants and process them into that nice white powder you know. If you stop the process before you reach that point you get paco, it's not cocaine yet but it has the cocaine in it mixed with other stuff you would get rid of if you were to continue the process. If do finish the whole purification process you'll get the cocaine and the rest of the impurities that you took out of the base paste, those stuff you don't want are the crack.

I doubt you would be able to make crack with the cocaine available. Latest big drug bust showed that the cocaine sold only had 2% cocaine concentration by weight, the rest was caffeine, lidocaine etc
