Skynet's record were extremely incomplete for the time before its creation, and as a genius supercomputer it would seem natural to it that plasma rifles existed because it probably invented plasma rifles within seconds of gaining awareness

Pretty sure they cover this in the movie. Kyle says that the Terminators pre war records are spotty. Hence why he had to look through a phone book and kill all the Sarah Connors. The same would probably apply to weaponry I assume. So maybe the terminator only has a limited knowledge of what type of weaponry humans had pre war.

I think Skynet found plans to laser weapons on army archives or his captured scientist made them for his army. It was something too obvious that he didn't bother to write it to T-Arnold memory.
