The war only begins at the end of episode 2. It's mostly about Anakin being a creep around Padme during their vacation and Obi-Wan doing undercover stuff.

Toll roads are a thing, plus from what I can see from the movies it seemed like every system had a certain degree of autonomy in the republic. The republic was probably something closer to the HRE than to modern states. Also, can anyone who knows more about the lore tell me if there are any systems out there that weren't part of the republic? Because the movies never hinted that there were any competing outside powers.

George Lucas decided to try to resurrect those old historical political costume dramas in the same way he resurrected adventure serials. The problem was that the tone was a mismatch for the pulp space opera setting he'd created and the slower pace came off as very, very tedious for Star Wars movies.
