I'd agree with you if I'd only seen the first season of DS9, but I thought she really developed some interesting dimensions as the show progressed. Having her not be Starfleet was key to the dramatic tension as well, especially as Sisko started to lean into the Emissary thing later on

My only real regret about Janeway wrecking the Borg transwarp network was the missed opportunity to just close the apertures to Alpha and Beta quadrants, forcing the Borg to go all-in on Gamma quadrant and assimilate the entire Dominion, just to show them what true power is.
