No, Queer Coding is when you want to portray gay characters but you can't get away with it, so you make lots of hints and write a character that is queer in everything implicit, but not explicit. It's a real thing that happened all the time, all the way up until the 90s.
Baron Harkonnen is the opposite. He's explicitly a gay rapist.
The nearest thing to anyone being queer coded in Dune is probably Gurney but even that is a stretch, it's only queer coding if it is intentional. You could say there is unintentional stuff similar to queer coding with Paul, who is in large part based on a gay historical figure and his core concept is a leader that combines feminine and masculine aspects, but it's dumb to try and project modern sociological categories back on a writer from the 60s.
