The very reason why they had control of arrakis before Leto was because they were the weakest among them and had their house fallen the concentration of power among the other houses would have threatened the emperor. Leto had become too powerful and too popular so he was given Arrakis before Harkonnen term on the planet had ended as a scheme to get rid of them using the Harkonnen Atreides rivalry as a shield to keep him clean among the landsraad and not have the others rebel against him.

Had they been actually been seen as powerful as you suggest the emperor would not have schemed with them to get rid of the Atreides but would have schemed with someone else to get rid of the baron.
