They do. Americans have a culture that everyone can see and recognize--White Americans are a subdivision of that. Arguably there are multiple cultural groups in the US (New Yorkers are very different from people in Wisconsin, etc) but they definitely exist.
A culture is a pattern of behaviors and beliefs that grows in a public consciousness over time. Everyone knows what a White American is. You can tell a guy is a White American just by talking to him. You can tell a guy is a White American without even hearing his voice.
If you can identify someone's national origins without even seeing him or hearing his accent, you're identifying their culture. Kind of like anyone can tell after a few minutes that they're talking to someone from the Commonwealth, or someone from Russia. White Americans are in a strange situation in that the Arch-Culture of American Whiteness is so ubiquitous in the media that it is almost invisible.
