Becaus ou r happy merchants want to sell more Nike, Addidas and whatnot to kids. The fashion business is huge, and if they all had to wear uniforms, that would be a loss of revenue. Plus uniforms puts everyone on the same levels, and middle class people want to keep their leverage. They don't want lower class to be equal and evnetually compete with their children.
