Easy: Xu Xiaodong is a Kung Fu practicioner himself (Sanda, specifically.)

Xu's campaign isn't to call Kung Fu a "fraud" (which is ridiculous because that's saying "Martial Arts" is a Fraud) but to purge Chinese Kung Fu of 2 of its greatest problems.
1) Folkish Kung Fu practices that are historical, but due to their folksy, esoteric beliefs in addition to literal beliefs in magic, and impractical in a fight, AND
2) Fake "Schools" that pretend to be real, historical, Martial Arts.

#2 is a real problem because if you manage to convince local officials that you are a cultural heritage group, you get funding from the government. As such, real, historical groups- particularly the new revivalist ones that actually study the historical roots of Chinese martial arts- get cheated out of their funding.

Xu is sensationalized because of his aggressive approach towards exposing fake "schools," but in general people like him are common nowadays in Chinese Martial Arts world since its practically undergoing a HEMA-style "return to roots" revival as we speak what with the youth questioning the depiction and practice of Chinese martial arts in contemporary Chinese culture. Another well known group is the "Armor Alliance" which promotes the more accurate study, depiction, & practice of Chinese armor and weapon-based martial arts, in order to move a way from folksy, ahistorical, impractical practices involving armed martial arts.
