I'll tell you a way in which things can change:
we get some "auteur" capeshit movie, that is to say, simply, one where the director cares and has some kind of vision. It doesn't need to be anything groundbreaking: something like "Super" (2010) or "Joker", or "Birdman".
Then this director chooses a woman as lead actress, not because she's sucking him off, but because he has a friend actress in mind.
He has a clear vision in mind, and it's simple enough that she can put effort and emotion into it and it will come out. Close ups with teary eyes, intense silent scenes full of pathos, the usual work expected of good actresses (not bullshit kung fu coreography + one liners).

After this one movie, the floodgates are open, and other actresses will be embarrassed by the comparison. They will start demanding emotional scenes, close ups, and to try and show their acting chops instead of standing around with their makeup looking like "strong wymyn".

One or two big hollywood names try for real to get similar roles too, and the job is done. From that moment on, the possibility of getting women superheroes with a purpose and storytelling is on the table.

Perhaps ONE movie wouldn't be enough, maybe two or three starter movies are needed.
But this is the only way it can happen.

No, because that's not actually a thing in comics. Female superheroes generally aren't extremely muscular or extraordinary fit to begin with. They're more on the model aesthetic side. Not to say there's no variety in art styles and artists, but even explicitly STRONG female superheroes are nowhere near male strong superhero look.

The real truth is it would be unfair to actresses. Actors can pack on muscle and star in different roles with said muscles like Chris Pine, Thor, Henry Caville etc but its not for the same for women. I can only see this happening if said woman is comitted to just that one role. And b4 you say why cant they just take on roles while having muscle mass. Its because hollywood wont let them dumbie.
