He wasn’t given storylines or much of a character like Chrissy and Paulie because Steve Van Zandt isn’t an actor. He’s a musician and sopranos was his first acting role. They just had him be Tony’s loyal right hand and give off that glare every time he talked.

I guess to elaborate: In the show, Chris is shown as one of most open-minded guys, whether it's about people of other ethnicities, cosmopolitan culture, even social issues (remember Chris didn't care Vito was gay, just thought it was funny). He represents a further generational change in the Italian mob and a further blending with American culture (From Junior, to Tony and his crew, to Chris...)
In most Little Italy's you just get the older, more conservative wops. All the guys who would be more like Chris have moved out and just joined normal American culture. Chris' generation was probably the last that really felt more 'Italian' than 'American' if that makes sense.
I like how they gave him asthma in that one episode to flesh out his character

Go watch the scene where they're sitting around the table and talking about Vito being gay. Everyone is furious, and Chris is just fucking joking around. Some of the older guys even get mad at Chris for not taking it seriously. I mean cmon, Chris wants to make it in the film industry, he doesn't hate gays like the other guys do. Chris' homophobia is completely different than the sort of homophobia the other generation felt.
I mean, it's no different than today. Modern homophobes are the kind of people who say "Look, you can be gay, but don't do it around ME." People from 100 years ago would beat the shit out of someone just on the suspicion someone MIGHT be gay.
