Originally, he was meant to be an ancient figure with no connection to the Sith, who was around to watch the rise and fall of the Empire. Rian Johnson killed him off without explaining who he was, so in the last movie they hand-waved him off as being a clone made by Palpatine.

A plot device. Snoke was a pretty boring character, so they killed him off in order to fufill Kylo's character arc (He kills his master and takes over in his stead, unlike Vader who did so to save his son)
