It's not rare. The ring multiplies the potential evil in whoever is carrying it. So if someone like an Elf who has a strong sense of duty and righteousness carries it, it amplifies those traits and twists them into something evil.
Hobbits for the most part simply don't have anything to amplify which is why Sam and Frodo can handle it. Note the intro speech in the Fellowship film, hobbits are not among the wise, or the powerful, or the greedy, or the righteous. All they want is to chill in the shire with a beer and some crops, and that denies the ring purchase, it doesn't have anything to twist.
