Its simply true. Everything after Revenge of the Sith takes place in a Universe where evil had already won. Its all pointless. Even in the end Rey can't undo everything that's been done. Might as well pack it up and find a new galaxy that ones toast.

The Emperor (what is a palpatine lol don't tell me you consider the prequels canon too) was disintigrated along with the second death star in orbit around the forest moon of endor.
Obviosly there would have been remnants of the Empire left in certain pockets of the galaxy but I think the inclusion of Mon Calamari (and Lando's latino frog co-pilot) suggest that the Rebellion was gaining 'sympathy in the Imperial Senate' so to speak and with the death of the Emperor, the destruction of Vader and his Capital Ship, and the return of the Jedi the days of the 'empire' would have been limited.
Only "canon" is the original movies and the prequels, and the prequels are shit, just like your fanfiction.
The rebellion only had a small force which won through shear luck and plot armor. Even without the emperor his evil forces would rule the Galaxy which they did as "The New Republic".
Its all very shit. Best to consider Star Wars a story of evil winning and end it at Revenge of the Sith.
