State worker pension funding. The stock skyrockets. They sell. The state workers retirement accounts increase. Win win. (unless the stock tanks). The tax payer hates state workers cause meh benefits. So for the state to increase taxes (or add other revenue sources) just for pensions is a sure fire way to get the boot from state legislative office. But they have to provide some perks otherwise no one would bother working for the state. So investing in stocks is a win win deal for everyone.

I think AF is relatively safe, anecdotally, because it's cheaper and faster than the train for local travel so all the French prefer it when they have to move day-to-day (which is a lot of them). They're also opening back up soon. However there's no real requirement for the government to bail them out and the French government already paid out the ass (see the gdp-relative stats) for covid so far. Historically, "national" airlines haven't been bailed out even 50% of the time in many countries.
