They're supposedly not allowed to buy under the rules set by their publisher. Personally, I think it's a load of horseshit and they do buy in before releasing the info, you can usually see spikes in volume.
If you're asking why they don't just dump $5 million into these shitcoins, it because they are usually too small to do that, the order book is way too thin.
