RPL is needed to create a staking node in rocketpool, about 1RPL per 1ETH. You need 16ETH to create a node. 16ETH comes from others. You charge on fee on their income.

No one is going to want to run their own node with 32 ETH because you can slashed if your power goes out, or fuck up in another way.
