If Open Oracle and Band Protocol were nothing and insignificant, Sergey would have no need to acknowledge them at all. The fact that Sergey is calling them out and calling them "garbage" quite literally means hes acknowledging them as competition. Except to any web developer it’s easy to discern how a free open API is “garbage” in comparison to a signed/authenticated API. The fact that every Chainlink “competitor” uses this garbage API is evidence Chainlink is years ahead of everyone else.
