You have to do a really good job of picking and choosing who you follow on Twitter for it to not be a total degenerate waste of time.
For example I follow a bunch of people I hate because I want to keep my finger on the pulse of opinions that I totally disagree with. I choose that. But you can completely curate Twitter to be your own little echochamber if that's your style.
But to answer your question, unlikable people flock to twitter. Most people who have something intelligent, moving, meaningful or poignant to say aren't doing it on Twitter.
