What would stop someone from subscribing to a little known account of a girl I know. Download her pictures than resell them with another account using a different name but the same pictures (maybe edited a slight bit to bypass reverse image search)? I’d advertise her account on Tinder, Meetme, bumble and Pof. Is this legal?

That would depend on the terms of the accounts on onlyfans.
Some places will favor the content creator, some would favor the buyers.
If the terms says that anything you "pay money for" becomes your property, then you can resell them.
But if you're only doing something like "licensing for personal consumption" then it would be illegal.
