Imagine using ZEC with a z-wallet to z-wallet transfer and that transaction passes through TOR.
That is basically what this is.
It doesn't sound impressive, but if it's executed proper...it will literally be untracable execot to the masternodes.
They counter any one master node from being compromised by demanding that there can only be one masternode per active wallet IP.
So say you have 60,000 Ghost and want to run 3 master nodes...you need 3 IP addresses.
To my knowledge....no other PoS coin has this requirement to help prevent hoarding for stake fees.
