There isn't a problem with building on top of some other open source project. But copy + pasting the whitepaper doesn't really sound like they could actually pull it off. Especially when you consider that this tech that they would build on top isn't even finished. What do you think are the chances that some random unknown team of developers just finished the work early that others have been working on for years.

I'm not saying it's impossible, but this is way out of my comfort level risk tier.

The issue, if there was plagiarism, isn't (primarily) the open source, it's the intellectual laziness of the team.
