You can use Yandex (the russian google) to reverse image search this pic. There you will find the review posted by Sergey. I am surprised this was not mentioned in the cointelegraph article, since the username ans IP address are exactly the same.
Another poster asks Sergey why her pictures are attached to his review and he answers that it's weird because he didn't attach them. So not his pictures I guess.

The most important thing is to establish where "Irina = Sergey's Mom" meme came from. I have searched the archives and cannot find an origin story on it. The fact that Sergey and irina share an IP would prove it was really Sergey Nazarov using that IP, only if it can be established that Irina = mom isnt just some larp meme made up for FUD or jokes

Why can't multiple people be on the same proxy? Why does having the same IP indicate the same person in this case?

This doesn't really prove anything. Unless all the users (Satoshi, Sergey, Irina) were all using the same proxy at the same exact time, there's no reason having the same proxy IP proves they're the same person. They were just using the same proxy service at different times and got assigned the same IP
