He's basically saying you need oracles for any off-chain code in the context of the Baseline protocol.
Not just for fetching market prices etc. but even for anything that for instance has a timing attached to it.

What could be included in that summer of work

To be honest, we discussed the time issue to death in 2018 and the fact of the matter is that blockchain can handle time without oracles just fine. Blocks are generated very consistently every x minutes. So it's easy to determine time when your genesis block has a time stamp. Yeah you could use chainlink for that but thats literally one job request in the lifetime of the blockchain.

And before you ask, he quite literally said the words "it's essential" in reference to Chainlink.

Yeah it hides the privacy of inputs, outputs and participants for smart contracts. it's huge because it's necessary for things like derivatives where a lot of the time it's in a company's bets interest to keep things hidden from their competitors.
They've literally thought of everything.
