there are decent car renting agencies but hertz just sucks. you need to fill out online forms give all up all your data upfront then choose cars online on a web form that'd have been called out of date in the 2000s.
they have 0 flexibility. if you just go in to a hertz they'll tell you book through their website. i literally never had this with any other rental agency, always got their currently available/soon to be returned cars on spot.

Enterprise and Hertz have their own car sale locations where they sale off cars they no longer rent. They are usually cheaper than the price on kelly blue book, have low mileage, pre-owned certified, and have been cared for well.

also every rental I've driven had something wonky with it, be it paint damage or it drove like shit. I personally would only buy used inventory if I was desperate for a fungible temp car.
