Both. Depends what you're trying to do. If you believe oil demand will go back up at a certain point, buy now and hold without looking at it, ideally buying the bigger companies not ones stuck in legal battles with BP like Premier.
If you want to day trade, buy volatile ones and hope OPEC makes decisions that make you money.
