Invest in up and coming membrane manufacturers and possibly in capacitive deionization. Most of the capacitive tech is still early in development for commercial applications of water softening, but was originally looked at for using electricity to strip salts out of water industrially. The two I'm aware of are PowerTech Water and another research team in Denmark PowerTech was looking to get bought up by GE, but not sure about that. For membranes, reverse osmosis membranes are a big part of DOW through filmtec. Upcoming membrane tech for water recovery also includes pervaporation membranes to make heat based desalination much less energy intensive. DeltaMem and Pervatech are the up and comers that may end up purchased by GE or DOW.

we live on a big ball that is very hard to leave due to gravity, at worst it gets moved around due to shifts of the tectonic plates
at worst we'd have inland local shortages
