Historical reasons. Silicon valley was created by hippies meeting the military. Back then california had so much freedom, you could do whatever you wanted and the laws were barely enforce. It was also a republican state. Over time loser bluepilled boot lickers moved in to work for the hippie general overlords. Now the new breed of innovators left the state while the herd flocks in and votes for more molasses in their grain feed.

Because it’s a really cool place to live. Weather, beaches, mountains, wine etc. It has it all. It also attracts a lot of bums and leftist trash, which is why it votes dem and has a low average iq. (That and the peons.)
But if you’re wealthy, and can isolate yourself from the plebs, it’s a nice place.
