If you buy 1000 AMPL at $1 and then hold for 1 month and many rebases later you have 3000 AMPL. The price returns to $1 and you sell 3000 AMPL. Your cost basis for each AMPL was $1 and your sold for $1 therefore you owe 0 in capital gains tax.

If you buy 1000 AMPL @ $3 and then after many rebases later you sell 4000 AMPL @ $1 each you can write it off as a capital loss even though you gained
