The DMG tokens were provided by the DXDAO for long term governance. DXD holders will never receive any DMG tokens (or any type of direct revenue) since there's a big liability (security).
This proposal is from a DXD holder who wants to get free DMG tokens and make his DXD holding grow in value (aka money grab propesal) and defeats the purpose of the DMG tokens being used for governance, which i'm sure the dmm foundation and dxdao most likely agreed upon.

I own more DXD thanDMG actually. It just makes no sense why the DXDAO would open themselves to the liability of giving any tokens to DXD holders. It's the same reason why they will never give DXD token holders direct revenue from the DXDAO dapps and will instead use some of the revenue to burn tokens.
This proposal will never pass.

This proposal will probably not gonna pass in this form, but I can imagine some indirect way of generating immediate value to DXD holders with this $8M injection.
One thing I agree with that rationale is that DXD is trading at very low multiples, their portfolio of projects that generate revenue plus their ETH holdings and now this DMG massive position could justify something like $15M
DXD is one of the best opportunities right now, especially because most of Defi is getting expensive.
