Undeletable data is against every privacy law you can think of

not sure that applies here, but it's just retarded overall.
think about it: you could store your medical history as a private blockchain (updates reference previous document hash) basically you could partition your medical record to various levels of information to form a merkle tree and encrypt them with different symmetric keys then use multisig with the appropriate authority that countersigns the validity of the information.
then when you go to an insurance company you can reveal them the appropriate section signed by a public health organization they accept as witness to the data.

since it's multisig no one can add to your medical record without your approval and you can't just make up your medical history either.

and so far you still don't need a fucking middleware blockchain for anything. this is all done on your private chain.

a central authority (or a sidechain anchored to bitcoin) can track the updated head record hashes (again with multisig on the tx) so that there is no way to simply pass on outdated data as valid.

and you still didn't store any medical info on a public blockchain...

the point of sidechains is separation of concern while benefiting from the "timestamping server"s immutability (well only the real bitcoin is immutable so you can't even emulate this on the cash forks)
