means the exchange doesn't have enough in reserves based on trade volume, and needs time to set up enough liquidity to ensure they can process your payment requests.

basically, the exchange is fucking around with their liquidity. it's one of the main problems with cexes; there's no insurance against loss, no guarantee of liquidity and no assurance that you can realize gains if "your" coins are hosted on their exchange wallet.
