Maria has the most access to Bakarina and she's got alone time with Bakarina. To make matters worse, Bakarina and Maria have gone on field assignments where they face life or death situation together.

For example, in volume 9 where they ran a restaurant during the course of their field assignment, Maria handled the backend of the restaurant business on top of acting as the cook. The other thing is that she gets several alone time moments with Bakarina as such, and Maria's gotten more selfish when it comes to having her time with Bakarina.

People aren't idiots though. Maria is not some mere hoi polloi. She's been showered with adoption offers from noble houses as a wielder of light magic, so Maria's a hot commodity. Her social status is not really a detriment here, especially after her employment within the magic ministry.
If anything, Maria being in the ministry is somewhat covered up due to the nature of her assignments and her importance as the only inheritor of ancient light magic.
