They do, and their releases usually have a lot of effort put into them, including times they mix multiple dubs of material to make as close to a complete product as they can. It's not their fault the voices are bad, they're not the ones dubbing this, just distributing it.
All they can be blamed for is this shoddy trailer which tried to be cool but the intern couldn't adjust layers of video or audio correctly.

Probably the best possible english dub voice for him. Funimation knew how to make things sound natural. Just compare how she says "Conan Edogawa" with how Wendee Lee says it in the video. There's this hard "Edo-gawa" in Wendee's delivery, while in the Funimation dub it was a casual "edahgawa" that didn't sound stilted. It's a recurring problem with Bang Zoom actors to try and say japanese names in a very forced and "clear" way.

This trailer does the exact opposite of its job. I was going to preorder this but I'm having second thoughts being reminded how they sound. I want to support it in case it leads to something better down the road, and I didn't get a chance to support the original localization when it was still being sold. I just can't get over how this sounds like a run of the mil dub. I've heard shit like Sword Art Online's dub with the weird breathing acting and this does that too, like in Ran's "where is this wondrous dreamland."

It looks like they have had Funimation actors involved before with their work, this is probably just a result of how these new dubs happened. They weren't made for an American market, they just asked Bang Zoom to dub a faithful translation of Zero the Enforcer so it could be released in english in a Southeastern Asian territory. Since there was no ongoing english dub in America they screened it at an anime expo, since it was already made and in english. If this new dub was made from the beginning to bring back Conan to America they might have tried again with the Funimation actors.
It sounds shitty in the same way that the other Dragonball Super english dub does, which was made for the same area and not intended for Americans.
