Not really. Dragons aren't real, so their properties are at the whim of author. Realistically a dragon couldn't fly, that it can is inherently unrealistic so they just as easily could have armor that is lighter but stronger than steel or more comparable to the armor on a tank, in which case nearly any gun isn't going to work on them much at all.
