As far as I recall it was a farce conjuref by Merlin to make Artoria a king. She knew and was told by Merlin that once she pulled the sword she'd become a king and she accepted the responsibility. The knights accepted whoever pulled out the sword, because they didn't think they'd last, which is partially why she got overthrown eventually.

Have no idea how it got retconned later on, since I assume things got changed eventually.
