Yes, in medieval Europe and feudal Japan it was common for noble children to have servants / retainers of the same age who end up growing up with them and forming close bonds in order to ensure their loyalty and to serve as faithful bodyguards on the battlefield. Oftentimes the retainers would come from cadet families of the main line.

Kaguya is set in a slightly altered "present day" as if the zaibatsu conglomerates were never disbanded. So you have a bunch of old, wealthy families with their servant families still hanging around totally in the open instead of sort-of implied and not quite legal like they are in reality today. In that setting, it's perfectly common to have a child from the servant family be raised to assist the young master/mistress since that's exactly what they are born to do.

My mom used to have a young maid who helped with the chores and at my grandma's shop back in Japan. My dad had a French cook and a German maid when he was young in Italy. You didn't have to be rich in order to have servants until the 60s. It used to be very common in the past, it's not anymore though.
