He probably has several quirks on his body, including the ones that All for One demonstrated.
The problem is that he must not be aware of all of them. In a way, in addition to All for One, he developed a One for All.
So, it is possible that AfO will be instructing Shiggy in the fights.

One important thing I hardly see any comment about is the evolution of quirks.
Considering that this happened with Toga and Shigaraki, I can conclude that it occurs in two ways:
Fighting frantically as Shiggy was doing, or almost dying and wishing to live as he did with Toga.
The point of the question is, how would the evolution of the other characters be?
Most Class A characters are already facing the limit of quirks, at the current level they will not be able to deal with great villains.

Momo has a very interesting quirk to be stolen, despite the complexity of using it.
Uraraka also has a good quirk and would directly affect Deku if Shiggy steals it, since without the quirk she will not be able to become a hero and help her parents.

Think of it what it would do to Bakugo. How it would affect Deku. How the stakes would rise if Deku has to face Shig.
Or: We would have a scenario where we reached how death would almost be more merciful than Bakugo having his dream taken away and has to watch Deku with HIMSELF being quirkless now.
That is exactly the level of drama that would be the ultimate stepping stone for Deku.

AFO doesn't steal complicated Quirks because there hard to master, this puts most of 1-A out of the running besides Kirishima,Ilda or Bakugo.
