Nero's main issue is that she's just a color-swap of Arturia, while other "saberfaces" are at least different beyond that. Take Saber Artoria's armor away and make the dress red and slap some big-ish tits on her and there we go.

I bought Fate/EXTRA on the PSP way back in 2011 and it came with this artbook that had a picture of Takeuchi's design for her (pic related). I remember being disappointed that I never got to see her wear it in game. Instead she always wore the just palette-swapped dress we all know. All other saberfaces have different designs but her. The top here looks way better and the sash is sexy and cute. She seems to have a bigger bust here which is fine, but the top complements it very nicely. What we got instead was trash.

You’re right, though. Saber had a very simple yet unique design up until Nero came around, so the similarity is even more egregious.
Nero is adorable however. I still like her a lot in spite of her flaws.

Her flaws stem from her lack of a serious personality and almost retard like persona, which is mitigated by the MCs complete and total lack of personality and intrigue, making her perfect to be an annoying cunt alongside and get away with it.
