When exactly did Luffy stop being based? He was cool early in the East Blue such as when he beat up Arlong for Nami's sake but he's been just annoying and unlikable for as long as I can remember at this point. His stupidity is played out and he's a lot more punchable.

Luffy not seeming based anymore is a matter of perspective. When I first watched One Piece I was new to shonen and was amazed by Luffy's determination. It seemed so cool that this guy had the guts to stand up to deadly enemies like Crocodile and CP9. About 10 years later I'm more familiar with the genre and its conventions and the conventions of One Piece as a whole. There's still plenty of good things about it, but the main reason to me that Luffy lacks a bit of the punch he had before is that I'm too used to things going his way. In the end, he'll succeed at whatever he sets his mind to because he doesn't give up, and that's kinda all there is to it. If he loses he'll just come back and win later. And the constant fake out deaths really wore thin and took the excitement out of the story for me that came from believing there was ever any real danger. Nowadays what I most want to know about Luffy is what's waiting for him after he becomes king of the pirates. Maybe at that point the invincibility cheat code will switch off? I ain't holding my breath though.

Luffy was always an invinvible monster, resistant to bullets and puches. But that makes scenes like him getting raped by Kaido stronger. As in "if he gets butchered in his G4 form then how the hell is he going to do this?". This is probably the arc when he can't just overpower his opponent and will need a lot of outside help.

There have been arcs before where Luffy couldn't beat the 'big bad' but they were still victories. Like WCI & Impel Down. The nature of the story demands that Luffy and the gang keep moving forwards so they are rarely thrown off course; the main exception is of course Sabaody and that's by very deliberate design. When you're aware of the design any tension behind these conflicts gets totally deflated. Like, maybe some Wano-specific jobber will sacrifice himself for Luffy and co. Then in 100 chapters maybe we'll find out they are still alive for no goddamn reason except to appear in a cover story. I'm used to this stuff. It's cool if it hypes you up but it doesn't do it for me like it used to. Nowadays I mostly like One Piece for the nice little surprises, flashy fantasy action, and crumbs of lore here and there.
