I have this theory that the government picks warlords based on an individual's strength as well as their connections.
Boa was queen of Amazon Lily, Doffy was a former Celestial Dragon, Buggy was part of Roger's crew and has a extremely powerful military, Kuma is a former king, Blackbeard was part of Whitebeard's crew, Weevil is Whitebeard's son, Jinbe gave them a connection to the fishmen, etc.
It makes me believe that Mihawk and Crocodile might have some connection to royalty or another powerful group.
