No he didn't. Tobi was posing at the rain village with him. Pain called himself God the same chapter, and the following one too.

We knew Tobi would be important, but we didn't know Pain would get ignored by the plot right after his arc.

It's an issue with Kishimoto's writing, some of his arcs feel very disconnected from the others

I knew he would get ignored as soon as Tobi revealed himself as "the guy pulling the strings" i.e. the same chapter. He was just a stepping stone.

Sage mode would normally be enough to take on basically anybody but the end of the war turned Naruto and Sasuke into literal gods. You need ayys to compete with that.

But yeah, sage Kabuto was enough to take on both golden boy Itachi and Sauce.

Seeing as how Naruto and Sasuke have been relegated to supporting cast, it shouldn't have been about creating new enemies for them to fight, but for the new gen to take on. Ike should have taken notes from early OPM, which let the non Saitama and God level threats have their story arcs with more grounded power levels.
Plus Sage Mode is something anyone could learn and could have been very interesting to see get expanded on. Maybe Enma could finally have gotten a backstory and his own pocket universe, a monkey counterpart to Mt. Myoboku or the Bone Forest, where Monkey Sage Mode could have been introduced.

Or fuck, bring Curse Marks back. Would have been cool to see a straight morally good character with one of the series most villainous power classes.

You really have two choices with this: either you make god tier threats or you make Boruto a light-hearted story with small stakes. You can't pretend the stakes are high (e.g. strong enemies threaten Boruto/the peace of the ninja world) with threats that could instantly be dealt with by the two current living gods. So they chose ayys.

To be fair they at least had the decency to try and make it look like Boruto was horizontal powerscaling rather than vertical. Karma just allows him to step into a whole new way of fighting and absorb chakra, nullifying the power of others.

Don't get me wrong though, sage mode is the coolest moveset and it should have been Naruto's endgame. Way more interesting than his Kyubi cloak.
