It was very typical of prior anime to make the protagonist's transformation into a proper man be pretty easy, or in some cases the protagonist was already a proper man before the story even began. Evangelion subverted this with Shinji, showing a more realistic take on the subject and showcasing how painful and hard this transformation can be. Shinji never succeeds in this throughout the course of the story, and that's what makes Asuka so frustrated with him. She wants to be with him, but she can't accept him in his current gay baby state. That's why she tries to gets Kaji's attention, because he's an actual developed man, in him she sees what she wants Shinji to be. Of course, she's not a developed woman either.
