It's fiction and Rin can get away with it there, but this doesn't fly in the real world — the story tries to dramatize a point at times about gender and age, but it also exaggerates it; whereas it's true that if Aoki were to do this to Rin, he would face criminal charges, and Rin isn't even criminally culpable yet, it's not that Rin wouldn't face some serious punitive consequences by the school for this kind of behavior either.
But it's nothing new in fiction and uke–seme-type romance stories — in real life, the seme would often face severe consequences, but in fiction this seems to be fine.

As the story progresses it basically becomes an open fact that Rin sexually harasses Aoki at the school. Aoki talks about it openly how he's very uncomfortable with it but no-one gives Rin a stern talking; there are many witnesses as well.
It just isn't realistic — which is fine, as there is nothing realistic about Rin's character anyway, but let's not act either like something like this could ever happen in the real world.
A student that makes a sexual remark to a teacher will absolutely get a stern talking.
