Well, she was supposed to connect everyone through a shared ideal. This ideal being love for her. "Let's all love Lain". That's how she was connecting people together and acting like a network (Lain, LAN, haha get it)
Having her be a cute girl was a way for the staff to take this on a metatextual scale, so that the viewer would love Lain as well. They explicitely said that they wanted people to love her.

Yes, it has happened in the past that artistic choices/gimmicks/metatextual things were there by necessity. Eva had a bunch of that for example due to its low budget. But it did interesting stuff with it. Necessity doesn't imply the result is bad. And in Lain's case there was no necessity even. Nobody is watching Lain because "lol cute girl". It does though, it makes it very apparent something is wrong with her family in the early episodes when nobody seems to care much about her. A boy might be treated that for being aloof; perhaps he prefers it, but with a girl it seems as "off" as it's supposed to seem. Eventually her sister's programming "breaks" and she's off babbling in a corner and her dad just turns out to be this weirdo who ignores his family and only looks at memes. Later, it turns out the house was empty all along and her assigned "family" were people and possibly also "bots" projected from the wired to keep an eye on her.
