No backgrounds, every character has to have million flowers around them, plain girls are not plain at all.

Because they don't use 3D backgrounds like all of Shonen

Women can't write interesting female characters just like how men can't write interesting male characters.

Not only art. The classic shoujo in a highschool setting is pretty much dead and rightfully so.
Nowadays it's all yuri, villainess or another sort of isekai.

It really depends on the manga. I think the bar for art quality is lower in shoujo manga though, and also they tend to fill backgrounds with screentones more than shonen or seinen manga do which gives them some kind of weird dreamy effect at times.

the screentones is what bothers me, looks like blurry shit that shouldn't be there. Thankfully modern shoujo do it a lot less

I don't think these look stereotypical shoujo. There's a lot of shoujo manga nowadays that have evolved from the weird bug eye look.
