That wasn't exactly a tall order. After the events of the manga, Konoha was basically the top dog for those fifteen years with strong relations with the other nations. Kakashi inherited the title during the must stable period of the world's history.

Hardcore OP fan here, the way Smoker's been handled post-ts is generally agreed upon as not good. It's way, way too late for him to have a good showing unless he's going to be involved in the Wano war. Luffy's just way too strong now, we're well past Gear 4 on the power chart and Smoker would definitely get massacred by even that.

Why did Naruto not became a Chuunin after he defeated Neji? It was literally the last part of the exam. I know Konoha invasion started but still, everyones else see him winning the last challenge. Did the confirmation of the sandaime was needed or some shit like that?

Kakashi was supposed to be the epitome of what a Jonin should be in terms of skill. He did however, turn out to be way more powerful than the other Jonin except for Might Guy.
I don't see him as jobber at all.
He lost to most kage level shinobi like he should, since he is a Jonin.
Even with this in mind though, he still put up a hell of a fight against almost all the s ranks he fought and did very well against Kakazu/Hidan and Obito.

Also, its kind of shit to compare Kakashi to niggers like Madara, Hashirama, Naruto, Sasuke, and the resurrected Kages, he doesn't exactly punches on that weight level without Obito lending a hand (eye). He made a good fight with Pein and managed to pry his secrets, won against Zabuza when he didn't have to give a fuck about protecting his kids, made a good fight against Obito, etc
His greatest problem was being unlucky enough to divide most of his screentime with ridiculous people powerlevel-wise.
