there is no consistency whatsoever. every arc is just whatever the fuck the author felt like drawing that time, with no rhyme or reason. some you may like, others you probably won't. but don't expect a coherent sprawling narrative. if that's what you look for in a show, you are better off dropping it

I find that much much more enjoyable since the authors are free to take inspiration in whatever genre they want at any time and the story can go in any unpredictable way. Having extremely tight worlds work for short stories but if One Piece was only ever about a realistic and consistent pirate world it would never as lasted this long without getting boring and repetitive.

Anyone who needs a hunter can check that the guy is legit, and for the services like travel and all that, I'm pretty sure that the HA just doesn't give a fuck if someone scams an airline with a stolen license. Besides all the points that were already raised up.

I don't know if you noticed it, but the HA is notoriously chaotic. They disqualified Hisoka for killing an examiner, and let him try again the next year. They mostly don't give a fuck, if you lose your license, well, sucks to be you.
