Because it was made by the guy who made Cowboy Bebop, and very quickly premiered in the west so a lot of people who are now older will have watched and enjoyed the dub. Basically it was shilled very heavily in a relatively small market.

You know, sometimes plot isn't all that important and there is no greater message or anything at all. And it's alright. Especially in anime, where a more plot focused thing usually turns into the same old schlock. I take random, meaningless encounters any day over yet another bullshit hero saving the day from some evil super evil, or what not.

At least have the "random, meaningless encounters" affect something for fucks sake. Mugen learns a fucking chi blast but it's never brought up again afterwards, it's forgotten as soon as it's learned. What's the point of anything happening if everything happens in a bloody void?

The ki blast he did was a fluke. He didn't have the discipline to do it consistently.

I had a lot more fun watching Bebop than Shampoo. The interactions between Jin, Mugen and Juu were fun but the places they went weren't nearly as interesting as in Bebop. The show just overstayed its welcome and when stuff like the acid trip zombie episode and the comically bankrupt baseball episode started showing up it was clear that Watanabe didn't know what to do with Shampoo. Bebop worked better because of all the wild things that happen and because the setting lends itself for his way of writing way better. The characters also actually develop a little in Bebop, unlike in Shampoo

That's just usual adventure shit. You meet all kinds of people on the journey.
If anything it was just giving possibilities to what might happen when they were done with their main journey. Like the prostitute Jin said he'd come back for.

Why would mugen do something that he could fuck up? It's not that mugen forgot it's that his style is completely instinctual. Outside of learning a technique to fight a dude, it's much easier for him not to bother with the ki blast.

Don't forget, that it was Fuu's story.

Instead of a archetypical story, it follows more closely to a persons life: getting places and/or goals, trying to survive like obtaining money, meeting people which some can last a long time or briefly, people existing our lives, conflict from minor differences or or strong ideologies, and just some common moments that everyone goes through and can relate to.

The characters do develop and the other complaints are silly since its a episodic series. You're right about the villains being underwhelming, Bebop had the same problem but Vicious was still better than those literal who's.
