Schneizel, who goaded Nina's guilt, grief, and insanity into creating a superweapon to kill millions of people.
Nina isn't that bad of a character in retrospect. Mentally disturbed but not terrible. Nina suffered from PTSD due to having been attacked and possibly sexually assaulted/raped by Japanese people in the ghettos. (This was alluded to by Milly.) Nina used the slur "Eleven" against the Japanese because that's what she thought was acceptable by her people. When the Japanese Liberation Front held Nina and the others hostage, they nearly killed Nina just for using the word "Eleven." Keep in mind Nina was extremely frightened and traumatized from her earlier attack, so she wasn't in the right state of mind. Euphemia saved her by giving up her life. A princess put her life on the line for a commoner. Nina had no friends or anybody to love; she was all by herself, even in student council. She was afraid to trust anybody. Nina obsessed over Euphemia and started to develop feelings for her, which followed the table incident. Then it turns out that Euphemia, her goddess, ordered the deaths of all the Japanese. Nina was called into action by her savior to be a racist, although she had no idea about Euphemia being Geassed. Nina tried to kill herself after Euphemia died because she had nobody to live for, and the Japanese were going to kill her off anyway. She was stopped. Schneizel took her in and only because Lloyd is interested in her nuclear weapons. Schneizel brought Nina along specifically as a weapon to stop the Black Knights from getting their way in the Chinese dinner, using her insanity and her feelings of having been betrayed by Kallen. Nina then revealed her jealousy towards Milly of her popularity and superficiality. Nina proceeded to use her only asset - her intelligence - to do what she thought Euphy wanted her to do. But immediately after the weapon she made was fired, Nina was extremely guilty and remorseful, and she hid out of cowardice.

Nina decided to make up for the suffering she caused by creating a weapon to stop her original one. Even though Lelouch later captured her, she wasn't in any real danger. Nina presumably got the psychiatric help she needed, and she also got over her racism and PTSD associated with Japanese people. Nina was allowed to attend Ohgi and Viletta's wedding, and she was happy. Nina also presumably mended things with Milly, the latter of whom finally appreciated Nina as a person and wanted to be her friend. Her talk with Nina gave Milly the strength to do what she wanted to do, instead of what her family or others want her to do.
Schneizel was aware that Nina was a mentally and emotionally damaged young woman, obsessed with his half-sister. Schneizel used Euphy to drag Nina along a short leash simply because he wanted to use Nina's intellect to create a genocidal weapon that he can use to blackmail the entire world into getting his way. Schneizel controlled people like pawns, all in the name of his so-called peace. In many ways, he was the same as Lelouch, except Schneizel controlled people through mental and psychological torture instead of with force or intimidation.

The point was to showcase Nina's obsession with Euphemia that stemmed into her committing taboos, such as masturbating on the student council table, and the great lengths she went to hide her obsession. She only masturbated late at night, and the only person who saw her was Nunnally (a blind girl and unknowingly was Euphemia's half-sister) who asked Nina what she was doing. Nina lied to her just to avoid getting caught. You can't just have Nina interact with Euphemia without providing some context first.

Suzaku wanted the solution that would kill the least people. He had guilt of killing his own father to avoid an all-out war that would have killed millions of his own people. Suzaku was deliberately given the "means justify the end" mentality to contrast with Lelouch's "ends justify the means" mentality. Suzaku wanted to be a hero to the Japanese people so he can be the Knight of One and free Japan from Britannian control. Lelouch actually made things worse through his mentality of relying on force, as Euphemia was so close to accomplishing their goal without needing to kill additional people. Lelouch fucked up. Suzaku eventually realized that he couldn't change the system from the inside so he adopted some of Lelouch's crueler methods to accomplish his goals. After 35 million Japanese people were wiped out by a bomb that was only brought into existence because Euphy was killed by Lelouch, and was pioneered by the Britannian military and the most powerful price, Suzaku gave up on trying to work with the system. He was hellbent on being Lelouch while Lelouch was suicidal after the FLEIJA incident and the Black Knights betraying him. Rolo saved Lelouch, and in doing so Lelouch saved Suzaku. Suzaku and Lelouch teamed up when they realize this entire war was constructed by three nihilists and a suicidal witch who wanted to end the world and individuality.
Suzaku was a naive and compassionate idealist who thought he could save the world without killing people. You can't fault him for at least trying the ideal situation. It shows how kind and remorseful he was for killing his father.
